BID PACKAGE OPPORTUNITIES

Block G: Small Business Kiosks Utility Connections & Slab Construction

Request for Proposals/Bids for scope including site utility connections and slab construction in support of pre-fabricated kiosk installation, Lower Hill District, Small Business Kiosks, funded in part by the Allegheny County Gaming Economic Development Tourism Fund (GEDTF)

Site plans, specifications, and all associated ITB/RFP documents are available from the Lower Hill Redevelopment Team at lowerhillredevelopment.com/opportunities. Bids will be received via email at [email protected] or via mail at 1000 N West Street, Suite 10, Wilmington, Delaware 19801 with attention to Boris Kaplan. Please note bid proposals will be accepted up to Friday, November 14th, 2025 at 12pm and opened publicly immediately thereafter, barring any extensions via Addendum. Project is then able to make an award to the responsible firm whose proposal is most advantageous to the program, with price and other factors considered.

Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses. Block E: Parking garage ​Bidding CLOSED

Block E: Parking Garage & Entertainment Venue

The design of Block E includes an approximately 900 space parking garage to serve the shared public parking needs of the Lower Hill District. The garage will house rent-free incubator retail space along Logan Street as part of a community reinvestment program. A public safety facility is designed for the corner of Bedford Avenue and Fullerton Street. The adjacent Entertainment Venue will have seating capacity for over 4,000 guests and primary entrances at the corner of Logan Street and Wylie Avenue, with 4,500 SF of commercial space along Wylie Avenue. 
June 22, 2023 – Lower Hill Redevelopment team members, the Buccini Pollin Group and Carl Walker Construction, are excited to announce the beginning of the Block E development project.  
 
Block E construction will take place in two phases. The first will include a 910-space parking garage and public safety station; the second is a 4,500-seat music venue. The project team aims to award an estimated $20 million in construction contracts to minority- and women-owned businesses across both phases. This session will provide information contractors with bid package information about phase one, the garage and public safety station. Contractors will be able to ask questions directly to the Lower Hill Redevelopment Team.

BLOCK E: PARKING GARAGE BID DATES CALENDAR
The project promotes the goals of the Community Collaboration and Implementation Plan, including the expansion of opportunities for minority and women business enterprises (“M/WBE”) and the promotion of local workforce development initiatives across the pre-development, construction, and operation of this mixed-use project. The development team will leverage significant progress made against these goals (over $43 million in commitments to date to nearly 45 MWBEs) during the development of the FNB Financial Center project on adjacent parcels in the Lower Hill District, which broke ground last Fall and is advancing ahead of the development on Block E.
